This is used for compatibility checking by the terminating end. Following an addressing match between the originating and terminating TEs, High Layer Compatibility checking will, if this IE is present, be carried out. It is implemented on a user to user basis to check the compatibility of the high layer characteristics such as Telephony and Fax between the two ends. If the compatibility check fails then the call will be rejected.
